Allow HAs to have editing rights over third party TM plans in its area. If a utility puts a TM plan on the TM App for a TTRO, we cannot add our TTRO documentation to it. We either have to ask them to delete the plan, or we'd be left with duplicate plans on the map view. Alternatively, please change settings so that third party TM plans are not visible to other TM app users.
