When a plan is copied it copies the plan in its entirety. Including step 2 and step 3 items (documents and email alerts)
Documents and email alerts have information specific to the original plan. And in cases where an email alert is sent with 'send immediately upon save' it is sending the old email alert with the new plan (may be a bug involved also as customers can not delete this from the copied plan)
To aid usability, it would be beneficial to either make these inactive when a plan is copied (so that users can only view them for information only) or not copy them over at all.
