This functionality was available many years ago and it was frustrating that it had been removed / lost in subsequent development. I had set up email alerts for Cllrs for their wards / constituency areas and all they needed to do was respond to the confirmation email to start receiving alerts for their areas. (There is a sense that this is not development but reactivation of something that existed decades ago)
