Allow timing adjustments for Route Monitor

Allow timing adjustments for Route Monitor routes with exceptional items: e.g. level crossings & bridges

False positive alerts are triggered when there are short-term closures such as bridges. Is there a way to allow for these cases for example by allowing for a certain delay time period if there is a sudden difference in journey time.
