A training/simulation layer or separate environment where plotted works do not publish on the public map or for internal view would be useful for a few reasons:
To hypothesise Certain scenarios, plotting hypothetical works to run through scenarios in planning/ coordination meetings.
To produce screenshots for documentation around the above (often for other stakeholders such as councillors or management).
To train new users in an enviornment where mistakes do not matter. training scenario too.

Also useful to be able to copy live scenarios into simulation environment for use in de-briefs of things that went well or otherwise.
