Route Monitor report file names to match the route label

Historical route files currently download as report and a number. It would help with assessing the data if the system used file naming from the route label.

Separate category/icon for water based events

Temporary one way systems usually involve a diversion route. The blue colour of temporary one way systems on the map, contrasted with the blue-and-white of the diversion route, can be very unclear and confusing. Thanks
